Desde a confirmação do primeiro caso de contaminação por coronavírus em Caxias do Sul, em 11 de março, o Centro de Atendimento ao Migrante (CAM), mantido pela Associação Educadora São Carlos (AESC), desenvolve ações que garantam o suporte necessário a imigrantes e refugiados mesmo em tempos de distanciamento social. Os atendimentos, nesse momento, ocorrem por meios eletrônicos, e podem ser direcionados para o e-mail aesc.cam@aesc.org.br, para o telefone (54) 3027-3360, de segunda a sexta-feira, das 13h às 17h, ou para o número de WhatsApp (54) 99107-8434, para orientações e auxílio em dúvidas. Esses números telefônicos também servem para agendar a doação de alimentos (incluindo perecíveis, como frutas e verduras) e itens de higiene pessoal e limpeza, que são posteriormente coletados pelos migrantes.
O CAM também mantém publicações em sua página no Facebook https://www.facebook.com/centrodeatendimentoaomigrante/ a respeito dos decretos, orientações da Polícia Federal e órgãos de saúde, bem como informações sobre cuidados pessoais e coletivos em diversos idiomas como Francês, Espanhol, Inglês, Crioulo, Árabe. O Centro ainda é parceiro da campanha #SomosSóUmPlaneta #AVidaValeMais, promovendo auxílio a imigrantes e refugiados em parceria com o grupo Cibai Migrações, vinculado à UFRGS, e ao Fórum Permanente de Mobilidade Humana.
Atuação em rede
Além disso, muitas ações são implementadas por meio do trabalho em rede com instituições que atuam em imigração e refúgio em todo o País. Entre elas, pode ser citada a elaboração de nota de recomendação para os imigrantes e refugiados, contendo orientações a respeito da suspensão dos atendimentos presenciais pela Polícia Federal, e de todos os prazos em matéria de imigração e de refúgio, assim como, medidas a respeito de cuidados pessoais. Esse item foi traduzido em vários idiomas e compartilhado em grupos de WhatsApp das entidades participantes.
No mesmo sentido, as ações de Advocacy são realizadas de forma diária, por meio de contatos com redes de migração, entidades, órgãos públicos, organismos internacionais como Alto Comissariado das Nações Unidas para os Refugiados (ACNUR) e a Organização Internacional de Migração (OIM), para obter informações sobre acesso a direitos em virtude o estado de emergência e apoio a migrantes nas fronteiras. “Também, estamos participando da Platarforma R4V (RMRP – ACNUR e outras agências da ONU) para adequar as ações e informações à conjuntura atual para direcionamento à população migrante”, destaca o advogado Adriano Pistorelo.
Itens de alimentação e higiene
Outra linha de atuação do CAM, fortalecida nesse período de coronavírus, ocorre por meio de mobilização de agentes públicos, entidades e a comunidade caxiense para a doação de alimentos e produtos de higiene e limpeza para os imigrantes. Até 20 de março, foram doadas 30 cestas básicas. “Solicitamos recursos à OIM e à comunidade caxiense para ampliar essa oferta de gêneros alimentícios e de higiene. Integramos a rede de apoio à Prefeitura de Caxias do Sul, que mantém abrigo montado junto aos pavilhões da Festa da Uva. Por meio desta parceria, diariamente são fornecidas 50 marmitas aos imigrantes que estão em quarentena na Casa de Acolhida Luiz Matias, da Igreja Celular Anglicana de Caxias do Sul. Também é feita a entrega das cestas básicas, em conjunto com a Fundação de Assistência Social (FAS), nas residências dos migrantes de risco que não podem acessar o CAM”, informa a coordenadora do Centro, Irmã Celsa Zucco.
A Rádio Caxias está realizando campanha de cestas básicas, material de higiene pessoal e material de limpeza para os imigrantes e refugiados atendidos pelo CAM. Diariamente chegam ao Centro doações que imediatamente são repassadas aos destinatários. No momento, estão sendo organizadas as cestas básicas que a partir do dia 6 de abril serão repassadas às famílias dos migrantes. De acordo com a Irmã Celsa, “a vulnerabilidade é grande considerando que os imigrantes trabalham no mercado informal e serviços não essenciais”. O CAM recebe doações, de segunda a sexta-feira, das 13h às 17h, em sua sede à Rua Professor Marcos Martini, 1.600, Bairro Santa Catarina, sempre mediante agendamento telefônico.
O trabalho no Centro, durante a pandemia, é realizado sempre observando as orientações da Organização Mundial da Saúde, do Ministério da Saúde, das secretarias Estadual e Municipal da Saúde, além dos parceiros Organização Internacional de Migrações e Polícia Federal. Entre as medidas de prevenção e contenção à COVID-19, o CAM cancelou todas as atividades coletivas, como cursos de português e outras atividades de formação.
