Para qualificar pessoas que atuam na causa migratória, o Centro de Atendimento ao Migrante (CAM), mantido pela AESC, e a Universidade de Passo Fundo (UPF), por meio do Balcão do Migrante e do Refugiado, promoveram uma edição especial do Curso de Capacitação em Regularização Migratória, nos dias 13 e 20 de abril. A formação da turma resultou de um pedido da Cruz Vermelha Caxias do Sul ao CAM, e contribui na preparação de universitários e voluntários que realizarão atendimentos nas regiões de Caxias do Sul e Passo Fundo, que abrangem 180 municípios.
Foco na capacitação de alunos
Os estudantes da UPF que ingressarão no projeto de extensão Balcão do Migrante e do Refugiado – BalcãoMigra, estão entre os beneficiados pelo curso. Coordenado por Patricia Noschang, professora Faculdade de Direito da UPF – Graduação e Mestrado, o BalcãoMigra atende às demandas de regularização documental e outras dos migrantes e refugiados na região norte do Rio Grande do Sul. “A capacitação é essencial para o atendimento que será prestado pelos alunos integrantes do projeto”, afirma a docente.
Patrícia também está na Coordenação do Fórum de Mobilidade Humana de Passo Fundo, desde 2019, “um espaço plural criado em 2014, do qual participam diversas instituições da sociedade civil de Passo Fundo, trabalhando com as demandas dos migrantes na cidade”, ressalta a professora.
Acolher para o pertencimento a uma nova cultura
Lisiara Vargas da Rosa, mestre em letras, cultura e regionalidade, é voluntária na coordenação do Departamento de Migrantes da Cruz Vermelha filial de Caxias do Sul. O apoio psicossocial a migrantes e refugiados, o restabelecimento de laços familiares e as oficinas de português e cultura brasileira estão entre as principais funções o setor.
“Através do voluntariado, nosso objetivo é humanizar esse processo de pertencimento a uma nova cultura, torná-lo acolhedor, mantendo a imparcialidade e a neutralidade. É um esforço conjunto, somado aos migrantes e refugiados, o que norteia a universalidade de nossas ações”, explica.
Como liderança motivadora dessa nova edição da capacitação em regularização migratória, Lisiara acredita que o curso “é fundamental para habilitar os voluntários que atuarão nessa área. Sem ele, os processos de inclusão e a segurança aos direitos dos migrantes se tornam mais lentos e complicados. Através dos conhecimentos compartilhados entendermos a logística envolvida nesse processo”.
Parceria com a ONU
A capacitação teve como objetivo formar tecnicamente novos atendentes, para que possam auxiliar nos pedidos de autorização de residência, de protocolo de pedido de refúgio e na renovação dessas documentações, criando condições para que os refugiados e imigrantes estejam devidamente regulares no território nacional.
As aulas foram ministradas por Adriano Pistorelo, advogado de migrações do CAM, e William Laureano da Rosa, representante da Agência da ONU para Refugiados (ACNUR). A iniciativa teve apoio da Organização Internacional para as Migrações (OIM), também integrante da ONU.
“Essas ações fortalecem a rede local socioassistencial, visando ‘acolher, proteger, promover e integrar os imigrantes, refugiados, apátridas e vítimas de tráfico de pessoas, independentemente da fé, cultura e tradição’ como nos ensina o Papa Francisco. Além disso, esses eventos de qualificação integram os Programas e Projetos de Responsabilidade Social da AESC, ofertados e executados por meio do Centro de Atendimento ao Migrante”, destaca Pistorelo.
